Confidentiality Policy

The gouvernement du Québec is committed to protecting the privacy of Quebecers on the Internet and invites you to read the clicSÉQUR confidentiality policy carefully along with the Security and Conditions of Use sections.

Use of Cookies

The clicSÉQUR service uses two types of cookies to make access easer: temporary cookies and persistent cookies.

Temporary cookies are used to meet the technological and security-related requirements inherent in any use of the Internet. These files are stored in your computer’s working memory (RAM) and are automatically deleted when you end your clicSÉQUR session. Temporary cookies do not contain any personal information that make it possible to identify you.

Persistent cookies are stored on your hard drive. They contain data that identifies you and your computer. This information can be read only by the clicSÉQUR service. Persistent cookies are optional and saved on your computer when you choose the Don’t ask me any more questions option. If you select this option, you will no longer have to answer a security question when accessing clicSÉQUR. This option is available only when you are using a clicSÉQUR account for which identity has been verified. If you wish, you can delete your persistent cookies by using your Web browser settings.

Other persistent cookies are stored on your hard drive.  They refer to the time allowed during which you will not receive a verification code.  If you check Don't ask for a verification code again for the next eight hours box, no verification code will be requested from you or sent to you for a period of eight hours.

Personal and Confidential Information

When you use clicSÉQUR, you may be asked to provide personal information that is used to confirm your identity or register you for an online service offered by a government department or agency. For instance, you might have to provide your name or date of birth. Under the applicable legislation, this information may be provided to a department or agency that requests it. In such cases, it is covered by the confidentiality policy of the department or agency in question. You will always be informed which department or agency is requesting personal information.

Whenever you use clicSÉQUR, your user code, password and email address are collected and saved, along with the following information: the list of online services for which you register, the security options that you choose, and the answers that you provide, if any, to the security questions. This information is collected for the sole purpose of enabling you to use the clicSÉQUR service securely and with maximum efficiency.

If you contact the Centre de relations avec la clientèle, you may have to supply other information. It will be used by the departments and agencies in question solely to respond to your request.

All the personal information that you supply when using clicSÉQUR is protected under the Act respecting access to documents held by public bodies and the Protection of personal information and any other applicable statutes.

Security of Personal and Confidential Information

The clicSÉQUR service uses recognized encryption methods to guarantee the confidentiality and security of your information at all times.

You are responsible for maintaining the confidentiality of your user code and password. The gouvernement du Québec cannot be held responsible for their unauthorized use. If the confidentiality of this information is compromised, contact the Centre de relations avec la clientèle as soon as possible to prevent any fraudulent use of your information. For further information on this subject, please refer to the Security and Conditions of Use sections.

Other Automatically Collected Information

As soon as you access the clicSÉQUR service, information is automatically exchanged between the computer you are using and the clicSÉQUR server.

The exchanged information includes:

  • your Internet service provider’s domain name and your IP address;
  • the type of Web browser and operating system used to access clicSÉQUR;
  • the time and date of your access to clicSÉQUR;
  • the clicSÉQUR pages that you visit;
  • the address of the site from which you came, and data on the online service that you access using clicSÉQUR, including its name.

This exchange of information is necessary for the clicSÉQUR service to operate properly. The information is kept for statistical purposes, especially to count the number of visitors and identify the pages most visited and the technologies used by clicSÉQUR’s clientele. It is also kept in data logs for clicSÉQUR security reasons. The information in these data logs may be disclosed to the government departments and agencies concerned in the event of a security check or other verification required by law. It will not be used for any other purpose.

Use of Google Analytics

The Ministère du Travail, de l’Emploi et de la Solidarité sociale uses Google Analytics on this site to measure Web traffic.

Using cookies, Google Analytics collects information about how you use this site. That information is stored on servers located mainly in the United States. Google may disclose this data to third parties if it is legally required to do so or when those third parties process the data on Google’s behalf.

The information collected by the service includes, for example, the pages that you view, the date, time, duration and frequency of your visits, and the links that you click on. The type of operating system you use and its language, the name of your Internet service provider and your location (your region only) are also collected. Your IP address is collected, but it is anonymized (shortened) to ensure the confidentiality of any personal information. Anonymizing an IP address prevents it from being used to identify your identity.

Google uses this information solely to produce reports and statistics on site use to help the Ministère improve its electronic services. In no case will Google link the information collected on the site to any other data in its possession.

If you wish, you can install the Google Analytics Opt-out Browser Add-on on your computer to prevent Google Analytics from recording data on your visits. Note that the add-on cannot be installed on mobile devices.

The Act respecting access to documents held by public bodies and the Protection of personal information grants you the following rights:

  • Confidentiality of personal information;
  • Access to documents held by public bodies and to your personal information;
  • Correction of your personal information if it is inaccurate, incomplete or equivocal, or if its collection, release or conservation is not authorized by law.

You can contact the person at the Ministère du Travail, de l’Emploi et de la Solidarité sociale who is responsible for access to information and the protection of personal information by mail.
